The License Management App (LMA) is a free application ISVs install into a separate org, the License Management Org, to track every subscriber org that has installed one of their packages: which version, license count, expiration date, and installation date. It's the standard way ISVs monitor adoption and manage licenses for packages distributed through AppExchange, whether listed or unlisted, and it's what generates license records when a subscriber installs a package tied to it. The LMA doesn't replace packaging tools, it sits alongside them, giving visibility into the subscriber side of a release rather than the build side.
